I strongly oppose HB 4 because it undermines fair representation by diluting the political power of communities of color, especially in fast-growing urban areas like Tarrant County. The proposed maps do not reflect the demographic reality of our state and appear to be drawn to favor partisan interests over public input. I urge this committee to reject this mid-decade redistricting effort and instead pursue transparent, inclusive processes that uphold the constitutional rights of all Texans to equal representation.
